When you give a Love Token to a NPC and it gives you the buff Heartbroken, you can't give anymore Love tokens to anyone until the buff goes away either by waiting an hour either by simply an other player use on you on of these https://www.wowhead.com/tbc/item=22259

What i think is that you need to have the Adoration buff off to get this because after all the times i did it i only got 1 thing of friendship braclets.So you can only get them 1 time an hour

These are used to take off the "Heartbroken" debuff, where you can't give out any more love tokens for an hour. I wish people received more of these though, because its been hard to find people that have them to cure me. Or maybe just noone wants to :(

You talk to the first npc that gives you the rings and a adoration buffs which last for 60 minutes. When adoration buff is gone, you give tokens to npc like usual but you'll get more of these rings.

Only drops in Adoration gifts. Wait for adored buff to wear off, and hope your next token gets you some of these.

I spoke to a guard with the adoration buff on and got a pledge of friendship. It had 4 bracelets in it (as well as chocolates and the guard's card needed for the quest.)

what does the adoration buff look like.. is it any different than the little heart above the NPC`s? i didnt get any bracelets except the first time i got the adoration gift...

Notes for this holiday quest stuff:

CARDS AND OTHER ITEMS FOR THE GIFT PACKETS ARE NOT SOULBOUND!
You can trade with others all you like.

Run around with a buddy or two, and use your bracelets on each other so you don't have to beg. (Imagine that - Blizz gave us "buddy buddy" quests on Valentines.....)
You can get more bracers ONLY after your "Adored" buff clears. The timer on that stands still if you log out, it has to be in-game time for it to expire.

The DWARF near the temple in Darnassus gives you the beer for Ironforge, for me it was 100%. I got NO beer from IF guards.

There is a tradesman in Darnassus next to the temple, at the bottom of Tradesman's Terrace (coords 52, 80) who will give you the wood carving things, my drop was 100% on those as well.

Also, this may be a coincidence, but if I gave a token to an NPC right after one says "Be careful" I would get heartbroken. If I ran off, waited a sec, and asked different guards that no one else had talked to lately, I didn't get a broken heart.

Did this on 4 chars, spent several hours. Not an expert, but I hope this makes life easier on those of you who look here this year!

This also gives you some sort of buff if 2 players with broken hearts trade bracelets... "The power of Friendship... Can you feel it?"

You can only get these when your adored buff is gone.

If you don't have the buff on then visit the inkeeper in the city and buy some perfume or calogne and some love tokens. Put on either the perfume or cologne, grab some love tokens and talk to one of npcs in town that have a heart over their name. Some will have a heart and not give you an option to give them a token.

You may note that when you use it, you get a buff for 1 hour.

Specifically, its 200 HP for 1 hour, though its not stated. The rings also don't have a timer, but you have to use it on someone who is heartbroken. Too bad, too :(

Ok... if you run out of these you can't get anymore until your Adorned Buff is gone. That is the buff you get when you give a gaurd or anyone a love token. The Broken Heart buff will be right next to it when you get it.

When your Adorned Buff is gone all you need to do is give a love token away and you will get another package with more chocolate, rose petals, and friendship rings to mend others broken hearts.
