There are three cities you can find Kwee Q. Peddlefeet:

For Horde:
Undercity - (around) 57,91 (at The Apothicarium, in the room where Sylvanas is)
Orgrimmar - 33,37 (near Thrall)

For Alliance:
Darnassus - 37,79 (in The Temple Of The Moon, up stairs)
Stormwind - 77,18 (in Stormwind Keep)
Ironforge - 39,55 (next to the King Magni Bronzebeard)

When I turned this in, I was given a choice between these three items as a main reward:

Love Rocket x5
Silver Shafted Arrow x5
Handful of Rose Petals x5

Plus then also got a Box of Chocolates along with my choice. Turned in at Darnassus.

I gave this one to Kwee Q. Peddlefeet in thunderbluff as alliance, so i can confirm it works cross-faction aswell.

Yes, gold at AH! I've sold two.

(Only more arrows and petals from everybody I know that has handed it in.)

I just collected all three, combined for an Alliance Collection, then turned that in. I checked reputation level at every point.

Final reward for this is rose petals or kwee arrows and a box of chololates... thats it. If you can sell it on AH, thats your best bet.

No reputation with any faction at any stage of this process.

You do get 60 minute +stam (Ironforge), +intellect (Stormwind) and +agility(Darnassus) when you combine the things to make their packets. NOTE, when I combined my Darnassus packet, the +agility buff removed the +intell buff that was there, so I'm thinking only one buff active at a time.

can t find mail guards in darnassus and femail doesnt give any cards...?

This is just great. I spent like three hours finding all of this stuff and all we get is chocolate in return. I spent three hours its not funny i have almost no time to play this game so I need to do every quest I have and I waste my time over chocolate

First it looks like some items are harder to get then others, but in truth,
You get each item from specific kind of NPCs:

---

the Guard/Sentinel Card (pink with a heart) from the guards/sentinels in the cities.

the Pledge of Loyalty: Ironforge/Stormwind/Darnassus also come from guards/sentinels.

the Handmade Woodcraft from reagent vendors and special named NPC's walking around in Darnassus.

the Dwarven Homebrew you get from Expedition dwarfs and pie vendors.

the Homemade Bread from bakers walking around in the cities.

Maybe you can get them from others too, but these are the only ones I've tested.

Also... I advice using Perfume in Ironforge (since most NPC's are male),
and Cologne in Darnassus (almost no males at all).

Two tips if your interested in finding the Dwarven Homebrew and the Handmade Woodcraft.

Dwarven Homebrew: You can easily get this by going into the inn. Put on colonge (this NPC is female) and talk to Gwienna Firebeard she is the assistant inkeeper/barkeep. Whenever I gave her a love token she always dropped the Homebrew.

Handmade Woodcraft: This will be easy to find if you have ever played a Night Elf Priest. Go to the Temple of the Moon and put on colonge on (again this NPC is female). Talk to Lariia (she is one of the priest trainers). She is directly across the entrace by the staries leading up to the second level. Whenever I gave her a love token she always gave me the Woodcraft.

Woodcraft, Homebrew or any of the non-Card or non-Pledge items are dropped by any NPC (Horde or Alliance) that sells things and has a heart over their head.

The Cards and Pledges are only dropped by Guards.

When you create the Stormwind Collection, you get 30 Spirit for 1 hour.
When you create the Ironforge Collection, you get 30 Stamina for 1 hour.
When you create the Darnassus Collection, you get 30 Agility for 1 hour.

on wowwiki it says: Handing this in also allows you to receive a large package with many of the items you get from a Pledge of Adoration.

about the city gift collection, is that bogus? do you only get to SELECT one of the 3 things + the chocolates and thats your only reward? no super big care package with another chance for arrow/basket in your mail box or something?

does seem like a super lame reward for such a lengthy quest.. (since most of the items you need are random you need 5 of each, with 1 hour between = 15 hours minimum per city to get all the stuff you need if you are lucky. 3x 15hours = 45 hours, or 2 days straight of trying to farm these mats, on an event that only lasts like 4 or 5 days.. seems like blizzard has their priorities screwed up.

well, actualy it is easy to get all the gift collections for few hours. But the revard is too poor, so the best way of getting something good from this Item is to find rich lvl 70 who doesnt know about poor reward and sell it to him. Everybody are happy at the end.

Omg, so totally not worth the effort. Spend a couple of hours running round the capital cities, and you end up with some chocolates, and a choice of more of those petals, or arrows, or rockets. That's it! Save your time...

Handful of rose petals allows you to make rose petals fall over someone for a certain amount of time.

The Silver Shafted Arrow allows you to shoot someone and make that flying goblin critter follow them around. I'm sure you've seen it while looking for all the pieces to this item.

Is there any reputation increase for turning this in? Would it be better to sell if if you don't want the reward of rose petals, silver arrows, and chocolates?

Basically
You must go to the innkeeper at any of these towns (ive done if and sw so far)
buy a handful of love tokens, and a couple bottles of perfume or cologne.
Put on the smellgood stuff and you see who is accepting love tokens.

Chicks dig cologne, the guys prefer perfume. So you may have to swap back and forth.

In Stormwind, the guards give the pledge of loyalty and the stormwind guard card ... You also need bread which is found on poor people. Basically anyone not wearing heavy armor. They all give bread.

In Ironforge, the guards give another pledge and another type of card, and you get Dwarven homebrew from (again) anyone not wearing heavy armor. Like the bread merchant and the pie vendor, the keymaster nearby the flightpath, etc.

I'm sure the same follows in darnassus but i havent been there yet.

Everynow and then someone rejects your love token and you become heartbroken for 1 hour. The only way to get this off(aside from waiting it out) is to get someone to use a friendship ring on you. Sometimes it helps to find heartbroken people when you have a friendship ring and are also heartbroken so you can kind of swap. Some people do it just to shut you up.

Anyhow, follow the guard rules and you should find all the items very quickly.
