Lore said Bronzebeard had it, went into AQ40, and lost it. Nothing stated where exactly he lost it, and most just assumed that Ouro had it because of the loot table change in 1.11.

This most definetly drops off C'thun, I think Blizzard had it in mind when they created naxxramas, that you can't skip over C'thun if you want to get this staff. The staff is amazing that comes from this, but requires a lot of time and hard work. There is a different staff for Mage/Warlock, Priest, and Druid.

As said above, drops from C'Thun it is needed to complete the Caster Legendary Item, which you get from collecting 40 SPLINTERS or Atiesh, which drop off all mobs in Naxxaramas. Blizzard added this in in the patch before Naxxaramas and was clearly indended to stop guilds from simply skipping over the instance for better gear in Naxxaramas.

The Base drops off C'Thun? Are you sure? Positive? Is it a 100% sure thing? I can't seem to figure this out...

Appearently all peices of the staff have been collected, but not by the same people.

It teleports you to Karazhan because its the home of the true owner (Medivh the Last Guardian) but Karazhan cannot be entered yet... Its a level 70 instance for the upcoming patch World of Warcraft: The Burning Crusade

u can go to the tower of karazhan, but the portal is gated off

Do you need the 40 splinters before the base will drop? or can you get the base in aq40, then work on splinters otw to kel' for head?

Well some loser put the portal over a soul well in the beginning of an AV and when i tried to click the soul well i clicked the portal and got ported to Kara...flagged

It drops off C'thun once you get the quest after collecting 40 ateish peices from Naxx bosses.
