i was wondering the same thing, maybe you hand in stacks of them at some point? or maybe they are just a bit of fun and lore.

anyone confirm is they are vendor or bank bound?

You get it after using the buff books from karazhan. Best use I've found on it is to vendor it for 15 silver.

thotbott shares the coment page for the 4 Singed page pages that are from the sealed tomes in Kara. Taken from wowwiki this is what the 4 pages say:

Im not sure, but that Legacy of the Mountain King sounds like that part of the War of a three Hammers, where Wildhammer dwarves were surrounded by Dark Irons at Grim batol, (http://www.wowwiki.com/Grim_batol) and Khardos Wildhammer charged through Dark Irons and killed their leader, Modgud.
