Can this item be placed on BoE armor by a level 65+ character, and then given to a lower level character?

Look, primal water isn't that hard to get. You can farm the motes off of mobs in western zangermarsh. The slicers or whatever drop them a lot, sometimes more than one at a time. I for one can think of harder ways to up your LW skill.
