This is most definately a 2.1 gem and probably attainable as a World Drop recipe as most of the blue gem recipes were.

All designs for these new gems are random world drops, only the Relentless Earthstorm Diamond is obtained from the Consortium Quartermaster once you reach exalted.

Imo the best melee and ranged gem for PvP.

Resilience = removes a lot of crit (9% or so in fullish gear)

So stacking AP and Stamina will make you do a lot of base damage and survive a lot.

If you are a Paladin / Warrior, I recommend getting Str / Stam Gems. As Paladin, you get 10% Str threw the first 5 pts in Holy, aka giving you more attackpower from the Str (1 str = 2AP, wich means 10 Str +10% = 11Str, giving 22AP) Not to mention it also stacks with Blessing of Kings. IMO this is most suitable for Rogues.

A great multi-property gem for Blue or Red. This should hold you over until you find it's two big brothers:
