The Pirmal water can be farmed if you have the right level in fishing in the lakes of nagrand zangamarsh and Tek forest

On the 2.2 PTR the recipe for icy blasting primers takes 1 primal water, 2 cloth, and 2 elemental powder and makes TEN blasting primers. Again each blasting primer goes to make five bombs, so one primal water gives you 50 bombs. This change makes these bombs much more affordable and viable.

pattern is trained in ur respective faction town (ie alliance: telredor)

As of 2.2 release, these are created in bunches of 10 rather than 2, meaning you can create 50 frost grenades with 1 primal water (plus some fel iron).

Can these be used WHILE RUNNING? Or do you have to stop to throw em?

u have to stop. they take like a second to throw

All 'Grenades' can be thrown while moving. They do have a casting time but you do NOT have to stand still.
