Use the Reins to Trot.

Keep using them to gain speed, up to Canter and Gallop. Canter gathers fatigue gradually, Gallop gathers fatigue very quickly.

If your rams fatigue exceeds 100, it will become exhausted and you will move very slowly for about 13 seconds. You can lower your fatigue by Trotting or having your ram touch the apple barrels. I don't know about hordeside, but in Dun Morogh there's an apple barrel at the Brewfest camp, and there's a barrel under the signpost on the road from the camp to Kharanos.

To keep your ram from getting exhausted I'd recommend you generally keep him at a canter, switch to a gallop if you need a quick burst of speed or if you're near an apple barrel, trot if your ram's fatigue gets close to 100. Have fun!

My question is: How do you use the reins the apprentice gives you? There seems to be people repeating the quest continuously but I only seem able to do it once in awhile after the Ram Racing Master gives me another shot at it.

There's a series of quests that opens the daily beer run event, as well as the Daily barker quest.

First, you're required to demonstrate the ability to maintain each of the three speed levels for eight seconds. Your speed is determined how frequently you "use" the reigns.
In the second quest Neill Ramstein has you make three trips to Kharanos.
The third event is repeatable event, once per day. It doesn't count against your 10 "Daily" quests, though. The event isn't actually a quest. You have 4 minutes to race back and forth, with as many keg turn-ins as possible. Alliance run to Kharanos. Horde travel to a cart that's just a short distance into Drygulch Ravine, south of Orgrimmar.

Each successful turn-in rewards you with three Brewfest Prize Tickets, and an additional 30 seconds added to your ram.

My best time is just under 50 seconds per turn-in. That's 12 turn-ins, for a total of 36 tickets. The following tips helped.

Get Ram Racing Reins from the <Ram Racing Apprentice> before you start. Hotkey them. This lets you get your buttons set before you begin the event.
Gallop the whole way.
Note: the Alliance keg-thrower has a HUGE radius. He has a good throwing arm. He'll accommodate you. This lets you choose your best path for speeding between the apple barrels. (Apparently beer makes you strong and accurate, as well as charismatic and good-looking!)
Don't wait for the keg. As long as you came close enough, the thrower will send the keg flying toward your pack. On both Horde and Alliance, the hurled keg would catch up around the time the mounted character reached the apple barrel.
Run in a straight line, if possible. Horizontal speed is constant. Hills won't slow you down. Following the curve of the roads, and winding around obstacles will.
Ensure that fatigue is dismissed, before you get too far. A faint red flicker around you head precedes the bright flash that clears the fatigue. It works around 95% of the time you pass the apple barrel. No flicker? Turn back, quick! Running on a full Gallop will drive your mount to fatigue before you get too far.
Mid-air flip, at the turn-in. I'd found that the turn-in's "Smite" graphic gave my system a little hiccup, while turning around. That costs an extra second or two, while getting re-oriented. So, take advantage of your forward momentum. Jump. Rotate 180 degrees, while in the air. Hit the ground running back for more! Time your landing so you're within 3-4m of the turn-in. Regardless of graphic quirks, an instant 180-degree flip is slightly faster than a U-turn.

Faction-specific notes
Horde-side, the goblins are far less responsive than the dwarves That's what you get with minimum wage, I tell ya! Get within 2-3m of the keg-thrower. For the turn-in goblin, it's necessary to nearly trample him. Visit his apple-barrel behind him, then run out the front entrance. That worked fairly reliably. The Horde travel route seems to be a bit clearer, than the Alliance equivalent.

Alliance-side, the keg-thrower has a HUGE range. He can consistently reach you on the road. The turn-in is also very reliable. There are fewer apple barrels. One is at the midpoint. The other is along the road, past the keg-thrower, just outside of town. It's worth your time to gallop the whole way and go a little farther to get it.

also(in responce of Therax) when you bring a barrel back you get more time on you mount so dont just stop when your almost done, go again

Ok - in an attempt to clear up SOME of the confusion about brewfest, this post is about the quests, tickets, and the "racing ram" reward

As far as getting tickets there are some quests you can do once, and 2 that you can do daily.

Quests available to horde and alliance

Pink Elekks On Parade - not repeatable, 40 tickets

"Catch the Wild Wolpertinger!" - no tickets and not repeatable, but gives you a neat wolpertinger pet, and is required for the barker quest ill detail later

"Now This is Ram Racing... Almost" -- 10 tickets, this is a quest you must do before being allowed to do...

"There and Back Again" - repeatable every 12 hours, and is basically running barrels back and forth from the ram master to a stranded guy down the road, each barrel you return gives you 3 tickets

"Bark for the (name depends on ally or horde side)" - repeatable once a day, 40 tickets- doing this quest each day along with "There and Back Again" will easily get you 600 tickets needed for your ram - now, about the ram....

Firstly you must be lvl 40 to aquire the "hand stamp" for 600 tickets - after you get the hand stamp you can buy either - i dont think both, not 100% sure on what though - a regular speed mount or an epic mount - as far as the prices, im pretty sure the epic costs 100g, the regular anywhere from 10g-40g

If you dnt know what these reins do then you probably dnt have any tickets at all. Tickets, like EVERY other type of stacking token, are used to buy things with. Brewfest tickets thus are used to buy things from the brewfest vendor. Namely, couple of clothing pieces, selection of hats, some funky/useless goggles, the eversogoddamnwonderful keg and the ram Quest ticket.

For those who still havent worked out what the reins do and weren't smart enough to realize that you're told when you get them. You "use" (see that button on your mouse, on the right?) them, they whip your ram (if you happen to be on a tempory ram) to make it go faster. I cba to detail the different speeds as an idiot could work it out by trying.

There seems to be no point at all in getting the extra set of reins. When you do a ram racing quest (there and back, bark, etc) you are given a set of reins regardless. If you already have a set, it just uses those instead. They seem to only be usuable when you are on a rental ram, and not at all when you are on a ram you get with the hand stamp.
Also, you can buy both the regular AND epic ram mount. I have both.
