To be able to collect Smuggled Mana Cells, you need to kill mobs in the Bash'ir Landing area, and obtain a Bash'ir Phasing Device. Once you have this, use it, and you will be able to see and collect these cubes.

From what i understand from the drop info, killing the mana worms will not yield you any smuggled mana cells, the .1% drop rate hints that it is just an error and doesn't actually drop from the worms.

where or who do the things u need to find the mana cells drop off?

Its simple basecly you kill a few ethernals and they drop a devise that takes you out of Phase then you be able to see a pink box grab it, but watch out for floating worms that do tons of damage if you don't kill them fast enouff

Ok, I had to kill an Unbound Ethereal. youll need to Phase yourself out so you can see the Smuggled Mana Cells, becareful of the Phase Wyrm's that show up once you Phase out.

If you're an overeager idiot like me, you'll probably kill at least 30 wyrms before you think "Man, this drop rate is really awful" and eventually realize this item physically spawns in the world and doesn't actually come from the wyrms.
