This is the Exalted version of the Scryers Supplies Package.

This supplies package is a cache of consumables and reputation items awarded from completing a quest which is available once upon reaching each reputation level with the Shattered Sun Offensive, starting at Friendly. Unlike repeatable quests such as the Consortium's Membership Benefits, players can only complete each respective reputation level quest a single time, and the supplies package is a one-time perk.

The package's contents vary based on your reputation level, as higher reputation packages have significantly increased quality and quantity of drops. There is no difference between the content of the Aldor and Scryer packages other than the type of reputation item included within.

When you get to friendly with this new faction you are able to collect this or the aldor bag. I assume it will be repeatable but do not know as I became friendly on day 1, got this on day 2 (today).

These are faction level rewards for the Shattered Sun Offensive. You get one for each, starting from friendly. You can get the "quest" to choose your reward at the Shattered Sun Quartermaster.
It will contain various items such a scrolls, food, water, and marks for you chosen faction.
