To see this guy you must complete a Blade's Edge quest called The Thunderspike (https://www.wowhead.com/tbc/quest=10526), the beginning of which is from a dropped item in Bladespire Hold.

When you have done the quest "the thunderspike" that "rokgah bloodgrip" gives you, garm wolfbrohter will spawn next to her as a ghost.
