The Fire's to be put out are behind the quest giver in Goldshire about 50 feet on a little hill 42.60

It is an easy quest. I did this near Goldshire, but i think you can do this in Ayure watch or Kharanos. First you need a water backet from the barret. Then you have to find the fires. That means a lot of burning figures near the barret. I found those at 42,59 in Elwynn. Use the backet and throw it on the figure, then go to the barret for the other backet. Do this 5 times. that's all.

North of here, guards set up a small area to practice fighting fires. Go there and throw buckets onto the blazes. You can fill a bucket from the water barrel here, or the one near the fires.
