Dragonkin Menace -> The True Masters (part 1, Redridge) -> The True Masters (part 2, SW) -> The True Masters (part 3, back to Redridge) -> The True Masters (part 4, back to Morgan's Vigil in Burning Steppes) -> talk to Ragged John -> talk to marshal Maxwell -> Marshall Windsor -> Abandoned Hope. Next step begins when you find a Crumpled Note off random drop in BRD. Take it back to Marshall Windsor and get A Shred of Hope -> Jail Break -> Stormwind Rendevous -> The Great Masquerade, and you then get the key to Onyxia's Lair!

Having recently run through this quest, I noticed that both the dragon lady (Who's name escapes me atm), and ragged john did not have a ? over their heads. This seems to be the case in any quest where the step is to simply seek information from a character, rather than report to them, or deliver an item.
In other words, for the parts of the quest that require you to speak to Ragged John and the dragon lady (the one beside badass supremo Bolvar), there will NOT be a question mark above their head, as you aren't submitting a quest objective to them.

Also, check the thottbot map for Ragged John. You get various BRS and BRD quests from the NPCs he is near.

She is about one bodylength away from Bolvar, on his right. You don't even have to move to talk to her!

Whenever I try to talk to him, he laughs at me. All it says is <Marshal Maxwell laughs>. I am level 55. Tried talking to a GM and nothing happened. They told me that they can't give hints. Any ideas what I'm doing wrong, or has this happened to anyone?

all the comments have been deleted? They aren't showing up for me so I am reposting. I cannot talk to Marshal Maxwell. It says <Marshal Maxwell laughs> whenever I try. Anyone had this problem?

He can be found, for those NOT using Cords north of the ruins of thaurissan, up the ramp, and on the left, (no ?), but it works, just click him, and pay attention, (read), each line all the way through....Quest completes

For those with cords, and not familiar with this area, He is at 65.23 Burning Steppes

Description of Location: Morgan's Vigil (Burning Steppes) Flight Plan is also located here if interested. To obtain this flight pattern you must cross into burning steppes from the south from Redridge Mtns. Be alert though as entering can be difficult because there are little demon-like creatures guarding the entrance. Once you get passed those little guys venture to the right along the hills and the flight path is tucked away in the hills at the above coordinates..Thank you and have fun...I hope this helped.

Onyxia Attunement

1. Dragonkin Menace- This is the first step of the chain. It is obtained from Helendis Riverhorn at Morganâ€™s Vigil in the Burning Steppes. This quest has you kill 15 Black Broodlings, 10 Black Dragonspawn, 1 Black Drake, and 4 Black Wyrmkin. https://www.wowhead.com/tbc/quest=4182/dragonkin-menace

8. Marshal Windsor- This is the first of several quests in BRD. When you enter BRD, go straight forward into the large room. From there, take either of the left branches and clear the hallway. As you get to the prison cell doors you can open them to see if Windsor is inside. He can be inside of one of several cells. It takes a prison key to open the doors, so if no one in your group has one, you can get it from killing the High Interrogator who is in the passage off of the hallway. An alternative to getting the key is to have a rogue pick the door. 9. Abandoned Hope- Talk to Marshal Maxwell at the flight path in the Burning Steppes. https://www.wowhead.com/tbc/quest=4242/abandoned-hope

10. A Crumpled Up Note- After you talk to Marshal Maxwell, the quest line seems to end. The next step is to go back to BRD and get . This drops off of the dwarves inside BRD and the ones outside the instance in the quarry. 11. A Shred of Hope- Go upstairs and kill the Golem Lord Argelmach and General Angerforge for the lost information. Once you find the two pieces of information, return to Marshal Windsor. https://www.wowhead.com/tbc/quest=4282/a-shred-of-hope

12. Escort Marshal Windsor- This is not an actual quest, but it will start as soon as you talk to him. Make sure if anyone in your group is on part 8, that they talk to him first. Also, before starting the escort, you should clear both the loop that Marshal Windsor is in, and the one across from it to make the escort much easier. Be sure to watch for patrols. Note: If Marshal Windsor dies, the quest will fail. He does not respawn. You must reset the instance and reclear everything. As he leaves the instance, he will tell you to meet him at the flight path.

13. Meet Marshal Windsor at the flight path.

14. Meet Marshal Windsor the gates of Stormwind.

15. The Great Masquerade- Escort Marshal Windsor to the Keep. This is a great time to form a parade. Once you arrive there will be a huge dragon fight. Stay way back and be sure not to pull agro on the elite dragons as they will do massive damage. 16. The Dragonâ€™s Eye- Go to Wintersprings and talk to Haleh. She is at the top of a mountain. To get to her, you must go through a cave full of dragons to the rune on the floor in the very back. This may require body hopping a few times. When you stand on the rune, it will teleport you to the top of the mountain. 17. Drakefire Amulet- Haleh will now send you to Upper Blackrock Spire to kill General Drakkisath and to return with . This requires killing the final boss in UBRS. Also, between one and four bloods drop each time you kill General Drakkisath, so do not form a raid with everyone in it needing the blood or you will be running it many times. This is a great time to find a pug group, since the chance of others needing the blood is slim. Once you have your blood, you will have to return to Haleh. She will then give you your . Why don't Blizz just say..."ok, here's the deal...you pay 10g and we'll give you 50k XP instead of flying back and forth to do this dumb chain. Bloody hell, how boring can a game get?

Having said that for those who don't like a challenge for the xp this is the quest for you!

You have to take qest from elf in Alliance base in Burning steps - Dragonkin menace. After foing this, he will send you to Magister Solomon in Redrige. And then magister will send you to Bolvar in SW keep. Thats the begining of "Onyxia qest" - The great masquerade
