This quest is for the Blood Elf Paladin epic mount questline. It is the step following the turn-in of 6 arcanite bars, dark runes, sungrass, runecloth, and 150g.

The scourge as well as their wagons can be found at 60,22. They are visible from the road heading north into Ghostlands, literally 5 feet off the road. Another thing I noticed was that even though they are level 60 they are really weak. I pulled 4 of them at once and dropped them all with great ease using only greens from the first string of Hellfire Peninsula quests.

Confirmed, easy as heck for us paladins. Toss up Seal of Crusader, and use exorcism at max range to pull, backpedal for a second until Holy Wrath lights up, cast, Judgement, Consecrate, Seal of Righteousness, Crusader Strike if you have it, Stun Hammer, Judgement again when it's ready, and the engineer is pretty much dust.
Badda-bing, badda-boom.

The Meat Wagons also respawn extremely quickly, quicker than the accompanying Engineers in fact, and are inanimate objects. I recommend destroying one at your convenience, and waiting literally all of 30 seconds for it to respawn with no engineers, and destroying it again, and then destroying it again one last time.

If you don't want to pull the group of 4 engineers standing around, just wait a bit for the ones by the meatwagons to spawn, since they only spawn either 1 or 2 engineers.

It's possible to AoE "grind" these mobs they die so easily. Use Holy Wrath, Consecration and Ret Aura.

Mega easy for my protection pally. Pulled with Avenger's Shield, then spammed consecration + holy shield. I took on 9 of them at once no problem.

Even easy for a Holy-paladin @ lvl 64! Concentration Aura, run and pull the 15 you need, do Consecraition and just stand and heal yourself. 80% mana left when i killed all 15.

Just a big FYI dont go to Ghostlands and waste your time looking for
meat wagons, as i did taking the first bit of information from the first
post. He failed to mention it was in EPL (Eastern PlagueLands)
@ cord : 60.22. and Confirmed ! Also mobs are Easy like everyone
says. Dont forget to use your undead skills =)

Lol indeed very easy. I did all 15 in 2 pulls. 2nd pull I hade approx 8 to 10 undeads and a bat. Just did judgement of light on the bad and used seal of the Crusader to get heals. For the undeads I first used Holy Wrath and then consecration. Used 1 Healing Potion and some heals and a Dense Stone Statue to keep helath up.

Very easy quest as Repsac said above, just pull em in smallish groups, completed in 10minutes.

The enemies on this are great. The exp isn't stellar, but they have no spells, no abilities, low hp, low damage and drop Invader stones.

If there were more of them, it'd be a nice grinding spot.

Lady L was moved in patch 2.4. This quest (and all of the quests in the Horde Paladin mount chain) now comes from Solanar.

We Blood Knights are bound to defend Quel'Thalas, <name>. This is a central part of your training. Our enemies are fierce and unrelenting. Silvermoon and its people remain free by our efforts and the support of our allies.

I have received some disturbing reports of a renewed Scourge presence to the southeast of our border with the Eastern Plaguelands. A company of Scourge siege engineers and their equipment appear to be staging for an attack on the Ghostlands. They must not be permitted to succeed.
