Anyone know how to unlock this?
I hjave the Korthia daily quest sets for all the other covenents, but they never appear for my Night Fae alt, despite being the same stage of the campaign questline and unlocking the southern part via grapple hook.

You can get this set in Korthia. You have to be Night Fae. Go to Korthia and see if there is some daily quests from night faes. If it is then do check rewards. Sometimes there are some pieces of this set.

You can get 5 different transmog sets in Korthia from daily quests:

Rogue Necromancers Vestments (Necrolord)
Radiant Court Vestments (Venthyr)
Redeemed Inquisitor's Vestments (Venthyr)
Foresworn Aspirant's Vestments (Tunic) (Kyrian)
Garb of the Twilight Grove (Night Fae)

If you want to collect all of them then the fastest way is to check Korthia dailies every day. But don't be very fast. Every covenant has its own set so BEFORE you CHECK reward of every daily quest make sure you are in right covenant. (Be ware that some addons like WQAchievement can do it for you each time you get online so turn them off.) This way I got 3 pieces from 3 different covenants in one day. The main thing there is to check only the dailies from your current covenant and don't touch others. Because there is a random reward for every character and the server system make this random only when you try to check it and not earlier.

You also can check quests' rewards with different fae characters because this transmog set shares across all of your characters. You have to complete some campaign quest first in order to get these daily quests. I'm not sure what is the right one but I'm sure that completing The Primus Returns gives you all Korthia's dailies including necrolords (they are the last opened ones).

I've struggled with trying to find out how and when these transmog sets unlock.
Unlocking these transmog pieces / making them appear as a reward from Korthia daily quests seems to be related to hitting a certain reputation threshold with one or several factions in Korthia. This is the only conclusion I've been able to reach so far...
My paladin has gotten several pieces of the Garb of the Twilight Grove set from Korthia dailies. My paladin is exalted with Death's Advance as well as The Archivists' Codex BUT my paladin has NOT completed the Korthia campaign. In fact my paladin has not done a single quest related to the Korthia campaign.

On the other hand both my priest and druid have finished and completed the whole Korthia campaign. But these characters are friendly and/or neutral with the Korthia factions. I have not seen a single piece of transmog as a reward while doing dailies in Korthia on these two characters.

Does anyone have any deeper insight into this?

Seems that this reward is not tied to reputation after all.
A wowhead user by the name of sweetzz pointed out that you must have unlocked Archivist Roh-Suir as a vendor in the cave by the main Korthia camp before this transmog shows up as a reward from daily quests.
After unlocking Archivist Roh-Suir on both my priest and druid I am now receiving the correct dailies with pieces of this transmog set as a reward on both of those characters.

It's patch 10.2.6 and I've been trying to get the last two pieces of this set (cloak and belt) and I have been checking every single day on my Night Fae covenant character who earned all of the other pieces, but since Dragonflight started, I have not seen a single gear reward from Night Fae questgivers in Korthia. I don't know if it's just bad RNG, or if they've been removed as rewards. Any thoughts?
