I've seen this armor used up through and past 40 in PvP, the proc can seriously...upset some individuals of the opposite faction :) The value of this proc cannot be underestimated - fast attackers (hunter DPS pets, rogues) will almost always trigger it.

Long time ago when ZG was released this armor could be used at the panther adds in ZG at the "Panther boos Arlokk" A few weeks after Blizzard saw the issue they nerfed the armor. Now it can't be used for anything.

The armor no longer procs on persons higher than 50 :( as stated on the armor, and its proc % was significantly reduced. No more running in WSG while the rogues try to hit you and you keep running with the flag, because they are asleep :(. The scales are found on most of the whelps in swamp of sorrows, drops are seen here:

The other materials are relatively easy to find and shouldnt pose a problem.

all though it may just of been luck this has dropped for me 3 times in the scarlet monastry area main room before entering the instance there

Mysterya (rogue) can make this on Earthen Ring. My druid wore it until she was level 48!

I found this drop when my shaman was grinding murlocs in STV, near Grom'gol basecamp
