R.T.F.R.C.M. (Read The Fel Reaver Construction Manual) refers to a Tech saying R.T.F.M. (Read The F$%#ing Manual)

Also the manual drops from Doomclaw.

I didn't get this to drop off of Doomclaw either. I'm not sure if this randomly drops off any of the surrounding mobs in the area.

The item did not drop from Doomclaw for me, however you will still receive the next quest in the chain "Warn Area 52!" https://www.wowhead.com/tbc/quest=10237. Once you have done this just head east along the road you just used and you will come to Dr.Vomisa, Ph.T. if you like a map better https://www.wowhead.com/tbc/npc=19832. Cracking the seal on this rather large tome, you can't quite make out what the words say. They appear to be written in the language of demons.

However, you can make out the pictures, which tell their own story.

This is clearly a fel reaver construction manual, and you know for a fact that Mama Wheeler will want to take a look at it!
