I am having difficulty finding a way to start this chain.. and I am not the only one. When I visit Fantei he does not have a quest to give.

Does anyone have any insight into why this is?
Is wowhead missing another prior step?

I tried to get this too, but relized after some time I already had this Q chain in my log after been in shadowmoon valley for taking the last level.

Not confirmed but I think it is mutually exclusive along with some other quests ending in Shadowmoon. I know one of these mutually exclusive quests is: An Apprentice Request (https://www.wowhead.com/tbc/quest=11047).
Another is: Kroghan's Report (https://www.wowhead.com/tbc/quest=11048).
So if you have done any one of these quests, or the quests following them, you probably can't get any of the others.

So the first time around (and I believe still in Retail) this quest was mutually exclusive with two others, all basically breadcrumbs to lead you into Shadowmoon. These breadcrumb quests are as follows:

Kroghan's Report from Captain Kroghan in Nagrand
The Apprentice's Request from Adagi in Blades Edge Mountains
Chief Apothecary Hildagard from Fantei in Stattrath

Edit: Can now confirm these are mutually exclusive on Classic TBC too

The NPC Fantei is located at 64,70 in Shattrath City. For those without a coordinate addon, the NPC can be found in the southern part of the Lower City, south east of the Scryer Bank.

He will NOT offer you the quests Zorus the Judicator (Alliance) or Chief Apothecary Hildagard (Horde) IF you already have other "breadcrumbs" quests that leads you to Shadowmoon Valley in your quest log or if you've completed them earlier. You do NOT need to do these quests in order to do the Teron Gorefiend questline ending with:

Teron Gorefiend, I am... (Horde)
Teron Gorefiend, I am... (Alliance)

Colliding breadcrumb quests, besides the ones offered by Fantei are:
Building a Better Gryphon (Alliance)
Visions of Destruction (Alliance)
The Apprentice's Request (Horde)
Kroghan's Report (Horde)

Descrizione

The history of Shadowmoon Valley is a long and troubled one. Few study it for fear of breathing new life into the unspeakable atrocities that took place there.

Not all are so timid, though. Chief Apothecary Hildagard's research delves into the ghosts of Shadowmoon's past. It is a staggering undertaking, one with which she would welcome help, I'm sure.

If your travels bring you there, seek Hildagard at Shadowmoon Village, in the northwestern reaches of the valley.
