This you receive in the Gift of Adoration, which you can only get once an hour.

Edit: Actually, as was pointed out, some of the NPCs give you a homebrew every time. I found that the Thief Catcher... whatever his name is... does and his heart never disappears so you can keep asking until he breaks your heart.

I have found that Gwenna Firebrew in Ironforge (coords 18,51) gives these every time you deliver a token.

At first I was confused why I was getting so few Dwarven Homebrew compared to the other reagents for the gift collection. I realized that it's given with a 100% success rate by any NPC who isn't a guard. I've aggregated every one that I can find here:
